Property formation
The city is responsible for the division of plots in block areas and the parcelling of plots. In addition to plot division and parcelling, the city also handles other real estate proceedings. Two of the most common types of these are easement proceedings and the establishment of property boundaries. Among other things, the proceedings review existing easements, determine the boundaries of properties and establish the necessary new easements.
In addition to real estate proceedings, the city is responsible for maintaining the property register in areas covered by town plans. Outside town plan areas, the National Land Survey of Finland is responsible for maintaining the property register. The National Land Survey of Finland also handles parcelling and other real estate proceedings outside town plan areas and responds to enquiries by property owners.
