City Council
The Council is responsible for the finances and operations of the City of Kerava and exercises the highest decision-making power. It decides on the formation or dissolution of the city’s bodies and how powers and duties are distributed among elected officials and office-holders.
The council has general authority to decide on the common issues of residents. Decision-making power rests with the Council, unless otherwise specified or unless the Council has delegated its powers to other authorities by means of an administrative regulation it has adopted.
City councillors and deputies are elected in municipal elections held in April. The Council’s term of office is four years, starting at the beginning of June of the election year.
The number of councillors is decided by the city, but it must be at least the minimum determined by the city’s population in accordance with section 16 of the Local Government Act. Kerava City Council has 51 councillors.
The duties of the Council are defined in section 14 of the Local Government Act. The Council cannot delegate away these duties.
The Council has a duty to decide on the following:
- municipal strategy
- administrative regulations
- budget and financial plan
- principles of ownership steering and group policy
- operational and financial targets of the municipal enterprise
- principles of asset management and investment activities
- principles of internal control and risk management
- general principles of fees levied on services and other outputs
- provision of surety obligations or other securities for a third-party debt
- election of members of the city’s bodies, unless otherwise decreed later
- principles of financial benefits of elected officials
- selection of auditors
- approval of financial statements and discharge from liability, and
- other matters decreed and assigned under the responsibility of the Council.
