Submitting your income to early childhood education services

Because the amount of early childhood education fee is determined by your family’s income, your must submit proof of income by the end of the month in which your child’s early childhood education and care begins.

Proof of income can be submitted electronically in the Hakuhelmi online service. If you cannot submit the information electronically, you can deliver the proof of income to the City of Kerava customer service point at Kultasepänkatu 7. The proof of income should be addressed to the early childhood education and care division.

If the family agrees to pay the maximum early childhood education fee, proof of income does not need to be submitted. You can give your consent to the maximum fee electronically in the Hakuhelmi online service. The consent is valid until further notice.

Please note that payment decisions cannot be changed after the fact based on proof of income submitted late. If the family does not provide proof of income, the maximum early childhood education fee is charged.

In situations where the child begins or stops attending early childhood education in the middle of the month, the monthly fee charged from the family is reduced depending on the number of days of attendance.

Family income is checked at least once a year. Significant changes in income (+/-10%) or changes in family size must be reported within the end of the month when the change took place.

The family’s taxable earned and capital income and tax-exempt income are taken into account in determining the amount of early childhood education fee. If your monthly income varies, the average monthly income of the current or previous year is considered your monthly income.

Income does not take into account, for example, child allowance, disability benefits, housing allowance, study grants or adult education allowance, income support, rehabilitation benefits or child home care allowance. Submit the decision on the allowance or benefit you have received in order to determine the customer fee.
